The secretariat coordinates the collective engagements of CCEDU. It spearheads the core functionalities of the coalition including proposing areas for joint project. For regular management and supervision, the secretariat reports to the executive committee, advisory board and membership platform.

Dr. Livingstone Sewanyana
Chairperson, CCEDU Executive

Dr. Livingstone Sewanyana is the founding Executive Director of the Foundation for Human Rights Initiative. Prior to joining FHRI, Dr. Sewanyana worked as a Registrar of Titles in the Ministry of Lands, Housing and Urban Development and as Deputy Director at Uganda Human Rights Activists. He has consulted widely for entities such as the World Bank, HIVOs, International Law Group and the Danish Centre for Human Rights, and serves as chairperson to several human rights organizations including, the East and Horn Human Rights defenders Project and the Uganda Child Rights NGO Network.

Mr. Crispy Kaheru

Having been the Coordinator of the Citizens’ Coalition for Electoral Democracy in Uganda (CCEDU) since 2009, Mr. Crispy Kaheru possesses over 10 years’ experience in the management, implementation and evaluation of governance and election programs. He has managed short and medium term electoral-based projects ranging from USD$ 1-10 million including leading strategic planning for election-focused programs implemented by national, international, governmental and non-governmental entities. In his previous assignments, Mr. Kaheru has been a steward for program grants and oversight for day-to-day program and administrative expenditure. Among the core administrative competencies has been managing multiple program and administrative staff at Islamabad, Dakar, London, Washington DC and Kampala duty stations including establishing operational bases for electoral programs and providing administrative and financial direction for effective program implementation.

Charity Ms. Ahimbisibwe
Communication And
Advocacy Manager

Charity. Kalebbo. Ahimbisibwe is an accomplished journalist and media practitioner with local and international exposure in the media. Her over ten years journey in the media fraternity started at the New Vision as a freelance writer. She left for City and Guilds in London and obtain a diploma in communication and information systems. On return, she joined the Monitor Publication as Education and Development Editor. She later served as the Sunday Life Editor, for the same publication. Charity then left the monitor on a one-and-half year fellowship to Dar-esalaam Tanzania, sponsored by Fredskopset Norway. While in Tanzania Charity worked with Mwanainchi Publications Limited. On return, she joined the New Vision again, first as a sub-editor, grew through the ranks to become Opinions Editor, and later served as the Deputy Supplements Editor. While serving in her various capacities she supervised and managed large teams of people with a mission to deliver on set organizational goals. Out of the New Vision, Charity served as the Communication Specialist of the Citizen’s Elections Observers’ Network in Uganda, where she was in charge of both internal and external communication of the organization. She developed a comprehensive communication strategy for CEON-U and followed it to the letter.

Ms. Beatrice Icibo Brenda
Finance and Manager

Ms Beatrice Icibo is a highly intelligent and self-motivated financial professional, who has a working experience of over 14 years in-country in various regions working at National, Regional and Community levels. She has worked with the Government, Civil Society Organizations and International Agencies on a number of finance related assignments that have accorded her lots of insights in different social, political economic contexts in different Organizations biased in the finance sector in NGOs, Faith based organizations and the Local Government in the Agricultural programme in various capacities: Assistant Zonal Accountant- Agricultural Development Project/ NURP Interface, Accounts Assistant/Cashier- Diocese of Soroti-SOCADIDO, Finance Officer in Water and Sanitation sector-HEWASA Programme of Fort Portal Diocese, Senior Finance Officer with Mercy Corps Uganda Kotido Field Office (iNGO)

Mr. Keneth Wanda Raffer


Suzan Nalukwago
Project Assistant

Ms Suzan Nalukwago as a Project Assistant of the Coalition has gained a deep understanding of administrative management as well as the procurement and logistics field. She has also obtained experience in the area of Community Development Approaches, Election Observation, Democratic and Human Rights advocacy. Her field of work has exposed her to working in a multicultural and dynamic environment that has enhanced her professionally. She is analytical of contentious issues, proactive when it comes to programme work/ activities and can develop a research paper and make presentation on democratic governance issues. She has the ability to understand and interpret organisation and partner policies, she also possesses the skill of training and imparting knowledge to others as she is responsible for the division’s interns that come for training. Ms Nalukwago holds aBachelor’s degree of Arts in Social Sciences Majoring in Public Administration from Makerere University.

Deborah Namirimu
Project Assistant

Ms Deborah Namirimu is a graduate of Mass communication from Uganda Christian University. This versatile lady has had an opportunity to work with one of Uganda’s biggest media houses, Vision Group before joining CCEDU as the front desk officer and first public relations executive at the Democracy House. She brings immense interpersonal advantage, administrative skills, writing skills, mobilisation skills and a very unique sense of humour with critical and logical contributions to the program work. Ms Namirimu has a cordial character, notwithstanding her synchronisation abilities. Her sales experience, having worked with an agricultural enterprise, also makes her an exceptional team player at the secretariat.

Mr. Ssekuuma Isaac
IT Officer

Mr. Ssekuuma Isaac is graduate of Information Technology from Makerere University in Kampala. He has over six years experience in managing Information Technology of medium sized companies and NGOs. He also holds an MBA from Makerere University having majored in Cyber Security for Business entities.

Support team

The CCEDU office also employs two (2) other graduates with a lot of experience in Electoral matters and voter education who work as Data Entry Clerks. We also work with partners that bring on board a wealth of experience in different aspects of governance, communication among others.
